"What's a road?" Good question. Our All Road wheels are meant to allow you the broadest answer that you might possibly take. The 38 and 50 wheels are meant for actual road tires (28mm minimum) on up to whatever fits in your bike, in tubed or tubeless tires welcome, while the 23s are dedicated to the dirtier arts with a minimum 33mm tubeless tire. You can use a tube if you like (or need to after a bad flat) but the tire needs a tubeless bead. The All Road 38s and 50s have no relevant tire pressure limits (you won't want to inflate anywhere near to what they're capable of) while the 23s are limited to 50 psi (but with the tires they're best suited for that's way too high of a pressure anyway).
